The francsicans are dividied into three orders...the first is for men is the friars (OFM Conv, OFM Cap and OFM LU) the second is cloistered women ie the poor clares...the third is for secular people later the Secular Francsians.

The men and women who followed the third order rule are brothers and sister of penance...some of these men where diocesan priests who wanted to follow this rule and live in communty...this was the start of the brothers of the Third Order Regular (TOR)

i hope that clarifies it a bit...they are as much franciscan as I or oither friars are

Priests of non-Franciscan orders and lay people are part of the TOR. I think that's how it goes happy.gif
