No, there is absolutely no connection between the Dominicans and the Pauline's. I don't know what rule is their basis but they are very different in spirituality, theology etc. from Dominicans.
When I was in high school (back when they had pre-postulancy!) I visited them for a few days because I was so attracted to their apostolate. But my "roots" are monastic and I found they weren't.
They are a wonderful congregation. Very "modern" in the true sense of the word. S. James Alberione their founder wanted them to always be of the times and use any and all modern means to preach the Gospel.
