Anyone Written Event Proposals Before?

I need help. I haven't even started. I don't know where to start. It would be to host an event where at-risk/underprivileged kids could bowl with police/firefighters, possibly 3 times a year (during holiday breaks). The kids would bowl for free, but we would ask the local departments to sponsor lanes/hour (maybe? I don't know Something to cover our costs). The event proposal would be going to those departments; with a different version going to local schools and health department to help identify kids who would benefit.

Anyone think they could help?

Problem number one is that none of those agencies are going to be able to identify these kids for you without violating privacy. You have to partner with boys and girls club or big brothers and sisters or similar who can identify the kids for you.

to clarify: I don't want the kids' names, addresses, etc. I want those agencies to get the information to the kids for us. is that still allowed?
