Why Is Council Of Jerusalem Not Considered Ecumenical?

I don't see the original post in this thread but I'll give a quick response based on the title.

I believe that the word ecumenical doesn't apply to the Council of Jerusalem because it was not universal in this sense, it did not involve all of the churches coming together, et cetera. I have heard it described as an "inaugural council" which seems to suggest that it has a unique status. As far as I know none of the ancient churches have ever described this Council as ecumenical, but this does not mean that it was merely a local council. The unique status as an inaugural council may be related to the fact that it involved the Holy Apostles and not simply bishops. I have heard that it is related to the fact that the Church was a baby and had not yet been fully established among the nations.

I hope this helps. Cheers!
