Most third-world countries are lead by greedy, theiving kleptocrats who couldn't care less if their people are starving to death. All foreign aide does is encourage corrupt leaders to take power so the west can fill up their Swiss bank accounts. Billions upon billions have been spent in government aide and what has been the result? Nothing.
