No it just means people failed to act and do the right thing. Our willingness to do good or bad plays the majority factor, God never fails, but He does permit things to happen that are evil, but only to achieve the greater good. reguardless of what occurs, something good will come out of whoever wins even if we cannot understand it or see it within the particular moment that we may soon be in. God is good, but He didn't promise a smooth ride, He said there would be hard times.
