In those instances where there is no server and a priest must hold his hands in the orans position for the presidential prayers, saying them from the altar is the usual way to accomplish that. I've had to do it myself. I would say that it is a better liturgical expression from the chair, it's normal place, but I do not think there is anything illicit in doing it from the altar.
