How long can a diocese go without a bishop?

Bishop of Salt Lake City John Wester was reassigned to Arizona in April 2015.  No new bishop has been assigned to Utah.  How long can a diocese go without getting a new bishop?

I've just skimmed through canon law, and as far as I can tell, there appears to be no regulation as to how long a see can be vacant.  In some cases, the Vatican will have all the changes lined up, but in other cases it can take awhile.  My diocese had an interregnum of three years.

We have had places in my country that have been without a bishop for three years. In my former diocese, we were without a bishop for over one year. In the diocese I'm currently in, it's been almost two years since we've had a bishop, but from all accounts it looks as though an announcement is imminent. 

It ultimately seems to depend on whether there are personnel and, of course, whether they are suitable.
