It would be cool if it could work based on group too; like 'in limbo' people couldn't join at all but church militants, church faithful, etc. would have powers. Or... I once saw this IVP add-on that would change the forum so that users could start their own private chats and invite whoever they want. This way there wouldn't be a public chat for baddies to target and it would still be restricted to real phatmass users so no anonymous spammers or impersonators. I think the way it works is that you'd get this alert (like what happens when you have a new PM) saying that HCF or whoever is inviting you to a chat.
