Regardless of what the Code of Canon Law may say, the practice is to receive the Sacrament of Confirmation from the parish priest, usually at Easter Vigil. Any further disputes you have should be addressed to:

If I wrote a letter to a bishop every time I became aware of a practice not in conformity with the venerable traditions of the Church, I would spend more time typing on a word processor than I would spend eating, sleeping, and studying combined.

You just need a good business mind to assist you in these matters. For most of the capricious practices, form letters could be readily composed and readily mailed on a moment's notice. And by hiring affordable, dependable labor from the East to handle the grunt work, you would create a business model that could scale itself around the globe while building relationships with Eastern Christians. They're usually more than happy to point out errors in the Latin Rite.
