Well as long as both are in union and faithful to the Holy See, both are normal priest, there is not that much of a difference I can think of other than one performs the Traditional Mass, and the other the Novus Ordo. Some of the rites performed at mass are somewhat different like baptism, and others. Perhaps someone wiser than I on this matter can answer more deeply.

I'm really not looking forward to the Motu Proprio. I don't really like diocesan TLMs (though I serve at one every Sunday myself) because they are usually Novus Ordoized (i. e., thicker brown altar breads are consecrated rather than the traditional thinner white altar breads, many of the women attending don't veil themselves, I even recall once the priest saying "Corpus Christi" when distributing communion rather than "Corpus Domini Nostri Jesu Christi custodiat animam tuam in vitam æternam"), and not pure 1962 Masses. If diocesan priests are all able to say the TLMs, I think many abuses may occur such as distribution of communion on the hand at the TLM. It would be really great, though, if every bishop would allow the FSSP or ICK in his diocese.

Yes, that's one of the criticisms I've heard and that seems to be the goal, to create a synthesis between the novos ordo and tridentine.
