I believe that the word [i]ecumenical[/i] doesn't apply to the Council of Jerusalem because it was not universal in this sense, it did not involve all of the churches coming together, et cetera. I have heard it described as an "inaugural council" which seems to suggest that it has a unique status. As far as I know none of the ancient churches have ever described this Council as [i]ecumenical[/i], but this does not mean that it was merely a local council. The unique status as an inaugural council may be related to the fact that it involved the Holy Apostles and not simply bishops. I have heard that it is related to the fact that the Church was a baby and had not yet been fully established among the nations. I hope this helps. Cheers!
