Men's Hair Length

I agree that the point here is men styling their hair effeminately.

Shoulder-length hair was not seen as long in ancient cultures, and just to continue the Tolkien-references, Boromir is said to have hair 'shorn about his shoulders' - in other words, having shoulder-length hair means he has [i]shorter[/i] hair than most of the other guys in the story, since they make a point of saying he cut his off at that length.

If someone would look at you and not know if you were a woman or a man, then maybe you'd want to do something differently with your hair. Otherwise...I really don't see how it would be an issue.
