I think that it's more a case of, "we'll just wait a couple of weeks until the furor dies down, then name the module whatever we want in the middle of the night when no one's looking." However they also staged an election to drive up interest. They figured, they could drive up interest in space, and name it what they wanted to. It holds several public meetings where they pretend to take public opinion and debate the issue.....however even if all the people are stoutly against it, they end up doing whatever they wanted in the first place.
