He has to shake his sword every now and then in order to scare the world so that they will send him aid in exchange for not starting WWIII. Personally, I'm not scared of North Korea. At this point, they can't do much, and even with several more years, they will only be able to do so much. Right now North Korea is creating fodder to be used against Obama in the next election. Japan had the most to worry about as it was shot over their nation.
