The verse doesn't insist on literacy, it insists on knowledge, which may be gained by methods other than reading, wouldn't you agree? Why Latin? Bibles (which were not cheap until printing presses) were translated into other languages. And what year are you discussing? What region? You seem to have this idea of a single condition in all humanity that I cannot understand.
