When is it licit to say the Office for the Dead? Is it only for All Souls Day, or is it okay to say it when someone close to you has died, or when there has been a natural disaster, etc?

On any day that does not have a proper Mass and Office of its own you may say the Office of the Dead.

Office for the Dead May not be celebrated On Solemnities with Obigation, Sundays of Advent, Lent, and the Easter Season. The Paschal Triduum.

If the person concerned is known to you or close to you then the Office may be offered on the occasion of the news of death or before or after the Funeral Mass.

On the weekdays in Ordinary time The Office may be said at any time replacing the Feria Office.
