Yes and no. One can be an atheist and profess a disbelief in any god but also be open to changing that opinion if it is found to be incorrect.

Or the couple could love eachother, want to physically express this love but not neccesarily want a child. Even if the Church's position sounds good on paper (open to life, procreative, in the image of God) it really isn't practical for a lot of people. Raising children takes a lot of time and money and most people cannot financially support 5, 6, 7 and up kids. But I guess a hierarchy made entirely of celibate men without families to support may not understand this. You should read Angela's Ashes, they have a similar experience.
