I don't think there really are any informal qualifications, to be truthful. Knowledge of the legislative process, good interpersonal skills, management ability. I dunno....it's not the same thing as Palin, though. That's for sure. Palin would probably make a great senator. I don't really know what the qualifications are, but she's well liked, a respected scholar, and has experience raising money for education in NYC. Hillary's camp doesn't like this, and they are the ones trying to keep Kennedy out of the Senate...possibly because it looks like Hill has no chance to ever gain the White House...
