No the army is not loyal to their Sultan. The army is loyal to wealth and power and might. While you were gone I secretly overtook three other kingdoms, and so it was inevitable that they should swear allegiance to me before I crushed their phalanx and sent them to the salt mines as slaves.

(btw that painting is pretty poor. The sultan has a sword but he has a gun at him point blank.)
